Technical Alert 14-03: GME EPIRBs – EPIRB self-test defect
Advice that Standard Communications Pty Ltd, the manufacturer of a series of EPIRBs under the GME Brand, has become aware of a number of instances where GME EPIRBs have failed the self-test procedure, and that these EPIRBs may not operate in an emergency situation.

Technical Alert 14-02: Minimum Safe Manning Document validity
A reminder from the Bahamas Maritime Authority that amendments to their Minimum Safe Manning Document (MSMD) take into consideration the revisions to the international safe manning guidelines (IMO Resolution A.1047(27)),and the implementation of MLC 2006 and the 2010 amendments to the STCW Convention.

Advice of the changes made by the IMO to its guidelines for the carriage of blends of petroleum oil and biofuels (Circular MEPC.1/Circ.761/Rev.1), and its guidelines and specifications for oil discharge monitoring (ODM) and control systems for oil tankers (Resolution MEPC.240(65)).

Circular 82/2014: Clarifying training and certification requirements for Ship Security Officers and seafarers with designated security duties
Advice of the publication of IMO circular STCW.7/Circ.21 for the implementation of certification requirements related to security-awareness training and training for seafarers with designated security duties.

Circular 78/2014 (Revised): Adjustment to Ballast Water Management Convention implementation schedule

MS Notice No. 108 (Rev. 1): Minimum basic wage
Advice that the revised minimum basic wage for a calendar month of service for an able seaman shall not be less than US$585. As of 01 Jan 2015 it shall increase to US$592, and US$614 as of 01 Jan 2016, as defined in Rule 51 of the Merchant Shipping (Maritime Labour Convention) Rules 2013.



MN 7-041-6 (Rev. 3/14): Nautical chart and publication carriage requirements
Revised requirements for the carriage of adequate and up-to-date charts, sailing directions, lists of lights, notices to mariners, tide tables and all other nautical publications necessary to ensure the safety of navigation and protection of the environment.

Technical Circular 10 (Rev. 3): Acceptance of the exemption clause for vegetable oils in the revised MARPOL Annex II
Information on the Marshall Islands’ use of the exemption provision of MARPOL Annex II Regulation 4.1.3 to relax the carriage requirements for some individually identified vegetable oils from the carriage requirements of MARPOL Annex II Regulation 11.

Circular GEN 015: The use of national tonnage in applying international conventions
Advice that the St. Vincent and the Grenadines Maritime Administration has adopted IMO Resolution A.1073(28) to ensure the uniformity of statutory certificates issued by Recognized Organizations and to prevent misunderstanding with Port State Control Officers worldwide. The resolution is attached to the circular.

Clarification of the latest drill requirements from SOLAS Chapters III and V, and a reminder of the ‘Guidelines for the simulated launching of free-fall lifeboats’ in Annex 2 of MSC.1/Circ.1206/Rev.1.
