  ANTIGUA AND BARBUDA

Directive   004-2013: STCW Tribunal Directive 2013
The STCW Tribunal Directive, which came into force on 01 Aug 2013, the   purpose of which is to give effect to the requirements in Regulation I/5 of   the STCW Convention by creating and setting out the method of operation of   the Tribunal described in Section 76 of the Merchant Shipping Act 2006.

Technical   Alert 13-04: Paris, Tokyo, Indian Ocean and Black Sea MoU 2013 Concentrated   Inspection Campaign (CIC)
Advice on the Concentrated Inspection Campaign (CIC) announced by Paris,   Tokyo, Indian Ocean and Black Sea Port State Control (PSC) MoUs.
Technical   Alert 13-03: Maritime Labour Convention
A reminder to all parties that the Maritime Labour Convention 2006 will enter   into force for Bahamian registered ships on 20 Aug 2013.
Technical   Alert 13-02: Fixed fire extinguishing systems
A recommendation for Recognised Organisations and Bahamas Approved Nautical   Inspectors to review the United States Coast Guard (USCG) report of   investigation into a fire on board the Panamanian flagged passenger ship   ‘Carnival Splendor’ in 2010.
IB No.   150: Inspection and testing of automatic sprinkler systems
Guidance on the testing requirements for automatic sprinkler systems required   by SOLAS Regulations II-2/10.4, 10.5 and 10.6.

Circular   73/2013: BSH Safety Alerts – recall of safety equipment (HRUs and   pyrotechnics)
Advice that Germany’s Federal Maritime and Hydrographic Agency (BSH) has   issued safety alerts for the following items:
– ‘IKAROS’ hand-held rocket parachute flare (trade name Hansson Pyrotech).
– ‘SANHO HRU’ hydrostatic release units for liferafts and EPIRBs.
– ‘HGS40-30000’ rocket parachute flare, ‘HGY60-15000’ hand flare, ‘CCY3-2’   buoyant smoke signal.
Certain batches of all these products have been found defective. More   information is available here.
Circular   72/2013: Port State Control on MLC 2006 – Paris MoU press release
Advice of a press release by the Paris MoU on 12 Aug 2013 advising that the   Memoranda has been amended to include the MLC, 2006, and that the requirements   of the convention are therefore officially now subject to port state control.
Circular   71/2013: Caribbean port state concentrated inspection campaign – MARPOL Annex   I
Advice that the Caribbean Memorandum of Understanding (CMOU) on port state   control is launching its first Concentrated Inspection Campaign (CIC) to   check compliance with MARPOL Annex I Regulation 14 (oil filtering equipment).   This CIC will last for three months between 01 Sep 2013 and 30 Nov 2013.
Circular   70/2013: Concentrated Inspection Campaign on propulsion and auxiliary   machinery
Advice that the Paris MoU is launching a joint Concentrated Inspection   Campaign (CIC) for three months between 01 Sep and 30 Nov 2013 with the   purpose of ensuring compliance with SOLAS Chapter II-1.
Circular   69/2013: Guide to good practice for port reception facility providers and   users
The drawing of attention to IMO Circular MEPC.1/Circ.671/Rev.1, ‘The Guide to Good   Practice for Port Reception Facility Provides and Users’.
Circular   68/2013: MLC 2006 – On board complaints
Guidance on the on board complaint procedure required by MLC 2006, and a   model complaints handling procedure and complaint form that would be deemed   to comply with the requirements.
Circular   67/2013: Maritime Labour Convention – entry into force on 20 August 2013
A reminder that MLC 2006 enters into force on 20 Aug 2013, and that after   this date Port State Control Officers in countries that have ratified the   convention may inspect visiting vessels against its requirements.
Circular   66/2013: Complying with the IMSBC Code
Advice of the publication of Marine Accident Investigation Branch flyer   (included in the circular), following the tragic sinking of Swanland. The flyer   acts as a reminder that all vessels carrying solid bulk cargoes must comply   with the International Maritime Solid Bulk Cargoes (IMSBC) Code.
Circular   65/2013: Increasing the chance of survival in abandon ship situations
Advice of the publication of Marine Accident Investigation Branch flyer   (included in the circular) on the lessons learnt following the tragic sinking   of Swanland, particularly with respect to abandoning ship. 
Circular   64/2013: Standard format for the Advance Notification Form for waste delivery   to port reception facilities
Advice of the Advanced Notification Form (ANF) in MEPC.1/Circ.644/Rev.1, which is to be used to   forward the relevant information pertaining to waste intended to be   discharged at port reception facilities. See also the IMO ‘Guidelines for   ensuring the adequacy of port waste reception facilities’, adopted by Resolution MEPC.83(44). This form is not   mandatory.

This revision   includes the addition of Datema to section 5.0 and the updating of the   information on the IAMSAR Manual in the Appendix
MN 4-033-1 (Rev. 7/13): Inmarsat   Services under the Point of Service Activation (PSA) Concept
Promulgation of the procedures required to activate, deactivate and update   information regarding Inmarsat mobile earth stations (MESs) on Marshall   Islands vessels.

MGN 494 (M+F): Media and other   similar organisations using ships and fishing vessels
Information on the current applicable legislation for organisations that use   UK-registered vessels for media purposes, plus guidance for ship owners,   managers and masters on their responsibilities. Such vessels will not be   considered as pleasure vessels, therefore they will have to comply with the   commercial requirements applicable to vessels of their size and passenger   capacity. This notice replaces MGN 421 (M+F).

Further guidance and new procedures for the Government Support for Maritime   Training Scheme (SMarT). MGN 455(M) describes the SMarT scheme for merchant navy   training and is effective from 01 Aug 2012 to 31 Mar 2015.
MSN   1848 (M): Maritime Labour Convention, 2006 – survey and certification of UK   ships
Details of arrangements for the survey, inspection and certification of   seafarers’ working and living conditions on UK ships, in accordance with the   Maritime Labour Convention, 2006 under the Merchant Shipping (Maritime Labour   Convention)(Survey and Certification) Regulations 2013, and some appropriate   guidance.
MSN   1849 (M): Maritime Labour Convention, 2006 – on-board complaints procedure
Details and guidance to owners and operators of UK registered ships on how to   comply with the requirements of the Merchant Shipping (Maritime Labour Convention) (Survey and   Certification) Regulations 2013 for an on-board complaints procedure.
